Background

The West London Waste Plan sets out how the seven West London Waste Planning Authorities—Brent, Ealing, Harrow, Hillingdon, Hounslow, Richmond upon Thames, and the Old Oak and Park Royal Development Corporation (OPDC) plan to manage waste related development across west London.

It is a statutory requirement to produce an up-to-date waste plan. The current plan was published in 2015 and the boroughs are now preparing a new version to make sure it reflects national policy, the London Plan and local priorities.

The new waste plan will contain policies used to determine planning applications for waste related development and safeguard sites that are currently in waste use. When adopted, this version will replace the 2015 plan.

About the Publication of the Proposed Submission West London Waste Plan

This is the second opportunity to make comments on the new, emerging West London Waste Plan. It follows the first stage of consultation on the ‘Regulation 18’ draft Plan, which took place between December 2025 and February 2026. This consultation is the final chance to comment before the documents are submitted to the Secretary of State for Examination.

The consultation runs from:

Tuesday 4 August 2026 to Monday 28 September 2026 (11:59pm)

The Proposed Submission West London Waste Plan is also available to view in person, at locations across west London, including the following locations within the OPDC area:

  • OPDC offices, First Floor, 6 – 8 Victoria Road, North Acton, London, W3 6FF. Monday – Thursday only, 9am-5pm.
  • The Collective Old Oak, Nash House, Old Oak Lane, London, NW10 6FF. Normal opening hours.
