We are consulting on some proposed changes to the Planning Obligations SPD

This is a guidance document which explains OPDC's approach to using planning obligations.

This provides guidance on the planning obligations which OPDC will secure through Section 106 agreements, which are legal agreements between the local planning authority (in this case OPDC) and a developer, setting out the terms for planning obligations, including how much money is being paid, when and on what.

We are proposing to make the following changes to the SPD:

  • a more comprehensive approach to construction management;
  • changes to targets for employing local people and using local suppliers; and
  • detailed guidance on what should be covered in a Local Labour, Skills, Employment Strategy and Management Plan.

When does the consultation take place?

The consultation takes place from 16 June to 28 July 2025.

Are there any consultation events?

We are holding the following drop-in sessions where you can meet the team:

  • The Lab, Oaklands Rise from 10am to 2pm on Saturday 21 June.
  • Woodward Building, Victoria Road, North Acton from 3:30pm to 7pm on Thursday 3 July.
  • Project Space, Excelsior Studios,17-19 Sunbeam Road from 3:30pm to 7pm on Wednesday 9 July.

You can also attend a Zoom question and answer session from 6pm to 7pm on Tuesday 15 July. Tickets are available on EventBrite.
