Hello, and welcome to OPDC's home for the Article 4 house in multiple occupation consultation that took place between 28 November 2022 to midnight 23 January 2023.

Purpose of the Article 4

Under current permitted development rights, it is possible for homeowners to convert family houses into houses in multiple occupation (HMOs) without the need for planning permission. HMOs are family houses that are subdivided into individual lettable rooms. We are proposing to remove these permitted development rights through an Article 4 Direction so that homeowners would require planning permission to convert a property into an HMO.

Before we introduce the Article 4 Direction, we held a public consultation between 28 November 2022 and midnight 23 January 2023, where you could view the proposals and provide your feedback.

How to find out more

OPDC’s Planning team hosted an online information session on Monday 5 December 2022 at 6pm to present the Article 4 direction documents in more detail, and to answer any questions.

OPDC is also held an in-person surgery event on Thursday 15 December 2022 from 1pm to 6pm at the Woodward Building Community Hub in North Acton.

Paper copies of the consultation documents were available to view during normal office hours at the following locations:
